Garland County Sheriff Criminal History Records

The Garland County Sheriff's Office is the top source for Garland County Criminal History. The main office sits at 525 Ouachita Avenue, Hot Springs, AR 71901. The phone line is (501) 622-3660. The detention center is at a separate address, 3564 Albert Pike Road, Hot Springs, AR 71913, and has its own line at (501) 651-7804. Chief Deputy of Corrections is Steven Elrod, reached at (501) 651-7801. The jail is open 24 hours for booking and release checks.

The detention center opened in 2015 on 57 acres. It covers 168,000 square feet and has eight housing units. The site also holds medical, intake, and court holding space. Garland County Detention Center for Criminal History lookups

The image above is from the Garland County Detention Center site. The online roster shows name, booking number, current charges, bond, and court dates. Smart Communications handles inmate mail. All mail gets scanned and delivered on kiosks inside the housing units. Video visits use the SmartInmate system, scheduled 24 hours in advance. Visits run daily from noon to 8:40 PM at 20 or 40 minute lengths.

Garland County Circuit Clerk Court Records

The Garland County Circuit Clerk is at 501 Ouachita Avenue, Room 107, Hot Springs, AR 71901. The phone line is (501) 622-3380. Hours run Monday through Friday, 8:30 AM to 4:30 PM. The Circuit Clerk keeps every court file for Garland County Criminal History felony and misdemeanor cases in circuit court. The clerk is also ex officio county recorder for deeds and land records.

For an online court file lookup, start at caseinfo.arcourts.gov, the Arkansas Judiciary portal. Some case documents need an account for full image access. Copy fees run $0.25 per page. A certified copy is $5.00. Authenticated copies run $5.00. Foreclosure sales are held at the north entrance, first floor of the courthouse.

The clerk supports e-Recording through four vendors. These are CSC at 1-855-200-1150, Simplifile at 1-800-460-5657, ePN at 1-888-325-3365, and Indecomm at 1-877-272-5250. All four meet security standards from the Arkansas Administrative Office of the Courts. Documents sent in by e-Recording are usually filed within 24 hours. Submitters get an email when the filing is done.

Garland County District Court

Garland County District Court is at 607 Ouachita Avenue, Hot Springs, AR 71901. The phone line is (501) 321-6765. The court handles misdemeanor cases, traffic tickets, hot checks, and small claims. Court sessions run on set days for each case type. Call the court for the current schedule.

Fines can be paid online, by phone, by mail, or in person. The court may set up time pay plans for fines. Community service at the state norm of $10 per hour can cover some balances. Failure to pay can trigger a bench warrant served by the Sheriff. The district court may also handle some first appearance hearings on felony cases before the case moves up to circuit court.

Garland County FOIA and Criminal History Requests

Arkansas FOIA at Ark. Code § 25-19-101 covers public records in every Garland County office. The Sheriff and Circuit Clerk must respond within three working days. Fees are the cost of copies only. A fee over $25 can be prepaid.

To file a request with the Sheriff, put the request in writing and send it to 525 Ouachita Avenue. The Circuit Clerk takes requests by mail or in person. Some files are not open under FOIA. Juvenile court files are sealed under Ark. Code § 9-27-309. Open criminal investigation files stay closed until the case ends. Sealed and expunged files drop off the public side of the court search.

Garland County Criminal History Rights and Records

Anyone who is the subject of a Garland County Criminal History record has the right to see and challenge the content. Ark. Code § 12-12-1013 sets this rule. If a record shows an arrest or charge that is wrong, the subject can ask for the record to be fixed. The challenge process is covered in Ark. Code § 12-12-211 and in ACIC Regulation 7(F). The Arkansas State Police Identification Bureau runs the fingerprint based comparison at no extra cost if a subject disputes what is on the rap sheet.

If the prints do not match, the bureau reissues the report free of charge. This catches a common problem with name only lookups where two people share the same name and birth date. The match by print is the only way to rule out a false hit for sure. Local police and the Sheriff all feed prints into the state system. That flow is what ties Garland County data back into the central ACIC repository.

Sealing or Expunging a Garland County Criminal Record

Arkansas law at Ark. Code § 16-90-1401 et seq. sets up the Comprehensive Criminal Record Sealing Act. A person can ask a court to seal or expunge an old case. Once sealed, the case drops off the public view of ARCH and off the Search ARCourts portal. The sealed file still exists but stays with the court and law enforcement only.

Eligibility turns on the type of offense, the time since the case closed, and whether all fines and costs have been paid. Some offenses can never be sealed under state law. The Sheriff may still see sealed records for official use. A lawyer or legal aid group can walk a person through the paper work.
